In Florida, a "qualifying agent" is the licensed individual whose state license a company uses to pull permits. For example, if Suncoast Premier Remodeling LLC holds license CGC1534872 in the name of Matthew Cortes, then Matthew Cortes is the qualifier. His license number goes on every permit application and he is legally responsible for all work performed under that license.
The qualifier does not have to personally submit every permit application. Office staff, a permit runner, or an admin assistant can handle the filing — but the qualifier's name and license number must appear on the application, and the qualifier remains legally responsible for the project.
When you add your contractor profile, you enter both your business name and your qualifier name separately. Both appear on permit forms as required by Florida law. If someone on your staff submits permits on your behalf, that's fine — your qualifier info is what the county needs.
A common misconception: a plumber cannot "lend" their license number to a general contractor who wants to pull a plumbing permit without a licensed plumber actually doing the work. This is called "license lending" and is prohibited under Florida Statute §489.129(1)(f). Both parties risk license revocation. What IS legal: the GC hires a licensed plumbing subcontractor, and that sub pulls their own sub-permit and performs the actual plumbing work.
